Justice (Retd.) Madan B. Lokur

Justice (Retd.) Madan B. Lokur is a distinguished jurist and former Judge of the Supreme Court of India, widely respected for his contribution to constitutional law, judicial independence, and the protection of civil liberties. With a judicial career spanning several decades, he has played a significant role in strengthening the rule of law and reinforcing the role of the judiciary in a constitutional democracy.
He served as a Judge of the Supreme Court of India from 2012 to 2018, where he was known for his clarity of reasoning, commitment to due process, and emphasis on access to justice. His judgments addressed a wide range of issues, including free speech, environmental protection, human rights, criminal justice reform, and transparency in governance. Throughout his tenure, Justice Lokur consistently underscored the importance of constitutional values, institutional accountability, and the protection of fundamental rights.
Prior to his elevation to the Supreme Court, Justice Lokur served as Chief Justice of the Gauhati High Court and the Andhra Pradesh High Court, and earlier as a Judge of the Delhi High Court. In recognition of his judicial experience and international standing, Justice Lokur was appointed Chairperson of the United Nations Internal Justice Council, a body comprising distinguished jurists responsible for overseeing the integrity and independence of the UN’s internal justice system. He will serve in this role for a term ending in November 2028, reflecting the confidence placed in him by the international community.
Beyond the bench, Justice Lokur remains actively engaged in public discourse on constitutionalism, democracy, and the role of institutions in safeguarding freedoms.
